I WAS shocked to learn that patients with chronic diseases are required to pay a processing fee of $3.17 in cash to settle each outpatient treatment at the public hospitals when using their Medisave Accounts.

The patients I encountered are unhappy with this surcharge but helpless as it is a rule imposed by the Ministry of Health. What is the rationale behind this surcharge?
